Gardaí have said that this is based upon a list of items not covered in legislation.

They include:

• The number of dogs under five years old at the time of their registration.

• Where dogfighting is taking place and dogs are kept at or near animal control facilities.

• The number of cats at the time of the registration.

• The number of dogs within the licensed breeding program, or both.

It was also agreed last week after more than 4,000 cats were destroyed by poachers in the last week of July alone.

A total of 30,000 cats have been found in the last two Christmas market shows in England and Wales.
