One of the biggest challenges for some farmers is a shortage of skilled workers. But so is a financial burden for many ranchers because so many in the area depend on the farm to support their family and other crops, said William Diesen, executive director of Arizona's Rural Industries Association.

The state's Department of Agriculture estimates that more than 30 percent of all farm payroll taxes will be collected through a single state agency through 2027. "When you work outside of your state of residence, you're paying a lot of business taxes for a lot of people, and it's a major financial burden," said Diesen, who does not wish to be identified.

The average tax bill for farmers, said Dr. Peter E. Sexton of the Hoover Institute for International Economics at Arizona State University, is $10,000 per year. For most farm owners, it's more than $4,700.

Farming industry experts said it's a common-sense idea. Farmers have not received any economic benefits in return. The farm workforce has been shrinking for decades.

The average American worker makes $29,814 a year. The figure for some employers in Arizona is $43,900.

"It's hard to get them to give more," said Greg D.
