The main issue is that the new "Ebola" bill will not allow the Centers for Disease Control and Prevention to inspect and assess its impact on the food chain in its ongoing review of the health impacts of exposure to toxic chemicals linked to the virus. As a result, the U.S. Department of Agriculture is now using its own standards to analyze the chemicals' impacts.

In October, FDA's Office of Food Safety and Inspection issued a report, The World Food Regulations of Pesticide Impact and Environmental Health (FOIA), and other agencies, assessing the health effects of such toxic exposures. The World Food Regulations for Insecticide Product Safety (WFTSS) were issued in 2005 and 2006.

"The agency's report indicates that if we don't do that, we're going to take another five years of time to try to ensure that new regulations are implemented, including all of the new products we'll be reviewing," said USDA Director Tom Frieden.

"This is a really important piece that would change agriculture and people's lives in large part because of the consequences of this," said Tom Lavelle, assistant director of the Food Safety and Inspection Service (FIS) in the Department of Agriculture, at the same time a leading authority on the Food Standards Safety Administration (FSSA).
