O'Byrne says that water wasn't an important part in London until just after the war. "Water was used by the wealthy farmers around [London] in the early 20th century." During these early years, the city was under heavy pressure from the War Office, which wanted to build a sewer system which could serve the poor. However, that didn't get done.

But just two years later, an independent commission set out to build water systems where more and more people could live, working from a building in the Thames Valley and from in the south. The
