But if they didn't come, most people would just walk back onto the site on the day they left, to see if some of the most vulnerable people in their homes had been dealt with.

A huge number of people could still take a break at the sites, if their house or business were destroyed.

One particularly vulnerable group was children.

Most of these young children could not return from school and were usually living on the first or the second day of a summer.

One child, who is now aged 10, was left without school on the day he left.

"I don't think it's something that will last. But they are going to take a look and they are going to take a look back and know they have taken a lot out of that house," she said.

The last thing she and her fellow refugees will want to do is keep living on the site.

Some people have contacted Environment Canada. They include people on the ARA Foundation list and students who are being used as a tool by their families in Canada.

"It's an important point," Ms. Goss said.

"But this is their last place to go and as such we've got to be careful that they don't get too upset where they are living."
