"Unfortunately," it adds, "the plant is not the primary source of the deadly radiation that causes disease and disability, so a plant whose exposure to this radiation poses a greater health risk to pets, especially cats and birds than the plant itself can pose a greater threat to the health of those pets."

So far this year the federal agency says four hospitals in the Florida area have been inspected by NOAA and its new chemical assessment confirms the company does indeed own the radioactive substance. The agency has received dozens of letters from concerned citizens urging the companies to comply with the EPA's findings, which are in turn being challenged by environmentalists, farmers and farmers associations.

So far NOAA hasn't sent a letter to all the companies, but in an email statement sent Thursday evening it said, "as soon as the company has taken steps to protect plants from this dangerous radiation, NOAA will review and implement a new and safe alternative to the existing and unsafe hazardous water source for its health and safety at its facilities."

And the agency has not issued specific guidelines as to how chemical analysis or chemical testing should be done.
