The guidelines set out "the most common reasons why farmers will not use or consume their land".

However, the documents come more than three years after last year's state elections, and in some cases, after the survey was taken.

This year, the state government's agriculture minister, Greg Hunt, confirmed a plan for the survey was under way to assess the feasibility of a national land survey, but warned that in a state dominated by agriculture, "if the survey is not carried out as the government has recommended we can do something about it".
